I’m deeply grateful for the opportunity to speak today. I’m here as a parent whose family was torn apart by a system that was supposed to protect us. Three years ago, everything changed, and that’s why I launched The Jane Doe Files—because my story is not the only one. Across Virginia, families are facing a growing pattern of institutional failure, where those entrusted to protect children are not being held accountable. As Scripture reminds us, “Learn to do good; seek justice, correct oppression” (Isaiah 1:17), and that’s exactly what this mission is about—justice, accountability, and healing for families who have been overlooked and silenced.
In my own case, despite a violent incident my child witnessed, CPS failed to act according to the law. She was removed from my home and placed in the violent home with the offender. There were no home visits, no meaningful follow-up, and even my legal rights—like the right to record proceedings—were denied. This isn’t just about one case; it reflects a broader system that too often operates without oversight. Virginia currently ranks near the bottom nationally for outcomes for children in foster care, and complaints across local departments point to patterns of bias, procedural failures, and lack of support. The Bible tells us, “Speak up for those who cannot speak for themselves… defend the rights of the poor and needy” (Proverbs 31:8–9). That is what we are called to do—not just in faith, but in action.
Other states have shown that change is possible. Courts have stepped in, mandated oversight, and enforced real reform when systems failed. Virginia can do the same—but only if we demand it. This is not personal; it is a legal and moral necessity. If we allow these failures to continue without accountability, we are allowing harm to repeat itself.
